DECISION
Approving the detailed cost estimate of the project of teaching foreign languages in the national education system implemented by ThuyLoi University

THE MINISTER OF MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Government Decree No. 15/2017/NĐ-CP dated 17 February 2016 on defining the functions, responsibilities, powers, and structure of the Ministry of Agriculture and Rural Development;

Pursuant to Decision No. 829/QĐ-BNN-TCCB dated 20March 2017 by the Minister of Ministry of Agriculture and Rural Development on defining the functions, responsibilities, powers, and structure of Department of Finance;

Pursuant to Joint Circular No. 98/2012/TTLT-BTC-BGDĐT dated on 18 June 2012 by the Ministry of Finance and the Ministry of Education and Training on guiding contents and expense on the implementation of the project entitled “Teaching and Learning Foreign. Languages in the National Education System”;

Pursuant to Joint Circular No. 40/2013/TTLT-BTC-BGDĐT dated 14March, 2014 by the Ministry of Finance and the Ministry of Education and Training on guiding the management and use of funds for the implementation of the national target program on education and training, period 2012–2015;

Pursuant to Decision No. 2074/QĐ-BNN-TC dated on 29 May 2017 by the Minister of Ministry of Agriculture and Rural Development on adjusting and transferring the year-2016 balance of state budget estimates to 2017 for the implementation of the project entitled “Teaching and Learning Foreign. Languages in the National Education System”;

Consider the proposal of the Rector of ThuyLoi University about requesting the approval of project implementation estimates in the report No. 581/ĐHTL –TV dated on 19 June 2017 and enclosed documents;

Based on the suggestion by the Head of Department of Finance;

DECIDES:

Article 1: Approve the detailed cost estimate of the project implemented entitled “Teaching and Learning Foreign. Languages in the National Education System” implemented by ThuyLoi University, including the following contents:
1. Approved total cost estimate: VND730.000.000 (seven hundred and thirty million dong)
2. Funding source: State budget (irregular, type 490-502)
(Details in attached appendix)
Article 2: Based on this Decision, the Rector of ThuyLoi University shall organize the implementation of contents / tasks and make payments according to the provisions of the State Budget Law and the current guiding documents.
Article 3: Chief of Ministry Office, Head of the Department of Finance, Rector of ThuyLoi University, and heads of related agencies and units shall be responsible for implementing this Decision./.
