I. General information
1.1. Decision to establish
School of International Education (SIE) belongs to ThuyLoi University according to Decision 1631/QĐ-ĐHTL dated November 26th, 2012 made by the Rector of ThuyLoi University. It is based on the rearrangement between the Center of Language Education and the Office of International Education. SIE aims at strengthening resources of ThuyLoi University to cooperate with other oversea universities, and enhancing the quality of English teaching to students in and out of the university.

III. Functions, Responsibilities, and Rights
3.1. Functions
SIE which belongs to ThuyLoi University is functioned to: train English skills, organize and manage the International Education Program, conduct scientific research related to its majors, cooperate with other related parties in the universities to supervise students belonging to this program.
3.2. Responsibilities
SIE has the following responsibilities:
1. English training
- Organize and manage programs, education manners like:
+ Full-time training for students of college, undergraduate and post-graduate courses
+ Training and cooperative training for students of cooperative international program, master and doctoral students
+ Fostering English skills for staff and lecturers of the university
+ Fostering English skills for staff according to the requirements of The Ministry of Agriculture and Rural Development and others Ministries.
+ Training students who have additional needs
- Conduct language training related tasks like: design teaching syllabus, write and publish teaching materials as well as supplementary materials for courses, examining and class dividing
- Organize and conduct teaching programs and plans of the university
- Assess students’ levels through test organizing and certificate granting (A2, B1, IELTS, TOEFL if permitted)
2. Organize and manage international education programs
- Build plans and syllabus, organize class, international short, long, full-time, advanced and extracurricular courses
- Organize and conduct international graduate, master and doctoral courses that are cooperative or invested by foreign countries. That includes: admissions, plan building, time table making, cost estimating, lecturers inviting, planning and sending lecturers and staff at ThuyLoi University to train in the partner university, observing teaching and studying, examining and evaluating, and certifying.
3. Conduct scientific research in related majors managed by SIE and the university, attend cooperative programs of scientific researching with foreign partners or the ones with oversea investments.
4. Supervise students of International Education Programs or International students
5. Manage all of the resources, facilities according to the regulations of the country and the university
3.3. Rights
1. SIE which belongs to ThuyLoi University is invested with human resources, permanent possessions, facilities; is facilitated in terms of technology and human resources to complete the tasks
2. Responsible for training English for all of the students at the university attending undergraduate, post-graduate, college, full-time and continuing courses
3. Self-control in extracurricular training; build and conduct educating plans, admissions, invite lecturers, self-support in all business matters according to regulations of the university
4. Manage the international education program; cooperate with other departments, faculties, and divisions to implement the international education program
5. Exchange, cooperate, joint and associate with domestic and oversea organizations and people in matters related to SIE’s functions; hold workshops, conferences related to SIE’s functions
6. Self-control in organizing international courses; make and conduct educational plans, admissions and invite lecturers; self-support in all business matters according to regulations of the university
